Abstract: The practice of current emission trading institution proves that the equitable allocation of emission right has direct influence to effective functioning of emission trading and the achievement of the goal to environment total amount control.A single emission allocation scheme leads to inefficient emission distribution mechanism.Allocation model could define the price of emission right efficiently and prevent market power so as to achieve equitable distribution of emission right and effective functioning of emission trading institution,if we establish emission allocation mode based on improved price mechanism,combine allocation scheme of free and paid emission right and give play to the compensation function of environmental protection industry.
