迈向双循环新发展格局的中国宏观经济*——2020—2021年中国宏观经济报告

  

  1. 2020年是中国宏观经济史上不平凡的一年。在党和政府的正确领导下，中国成功取得了新冠疫情阻击战和经济保卫战的双重胜利，再次展示了中国特色社会主义制度的显著优势和中国经济的弹性韧性。2021年是两个百年目标交汇与转换之年，更是贯彻十九届五中全会精神、开启十四五规划实施战略转换的第一年。按照十九届五中全会部署，通过和实施十四五规划《纲要》，迈向“以国内大循环为主体、国内国际双循环相互促进的新发展格局”，决定了战略转型和战略替换将是2021年经济运行的核心主题。在此背景下，世界疫情的逐步消退、中国超常规政策的常态化、中国发展战略的转化和调整、内生新动能的逐步抬头将成为左右2021年中国宏观经济运行最为核心的四大力量。

CHINA'S MACRO ECONOMY TOWARDS A NEW DEVELOPMENT PATTERN OF DOUBLE CIRCULATION——China's Macroeconomic Report 2020—2021

  1. 2020 is the most extraordinary year in China's macroeconomic history. Under the correct leadership of the party and the government, China has successfully won the double victories of the COVID19 epidemic prevention war and the economic defense war, showing once again the remarkable advantages of the socialist system with Chinese characteristics and the resilience of China's economy. 2021 is the year when the two Centennial goals meet and transform, and the first year to implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and start the strategic transformation of the 14th five year plan. According to the deployment of the Fifth Plenary Session of the 19th CPC Central Committee, the outline of the 14th five year plan was adopted and implemented to move towards a new development pattern of “taking domestic circulation as the main body and promoting domestic and international double circulation mutually”, which determines that strategic transformation and strategic replacement will be the core theme of economic operation in 2021. In this context, the worldwide gradual extinction of the COVID19 epidemic, the normalization of China's unconventional policies, the transformation and adjustment of China's development strategy, and the gradual rise of endogenous new energy will become the four most core forces in China's macroeconomic operation in 2021.
