摘要: 近年来有关房地产市场调控的政策措施不断出台,然而其调控效果却不尽如人意。本文选用全国40个大中城市的相关数据,通过建立市级面板数据模型对住房供求、地方政府行为以及房地产市场调控有效性之间的关系进行了实证研究。结果表明,政府对房地产市场调控的效果差强人意,除了住房市场供求状况影响房价变化外,地方政府行为对房地产市场价格的波动也有很大的影响。此外,研究显示推进新型城镇化不会造成房价的显著波动。基于实证结果,笔者从继续推进新型城镇化建设和增强地方政府财力等两个方面给出了政策建议。

Abstract:  Although the government have taken measures,the efficiency of real estate market regulation is not obvious in recent yearsThis paper applied the related data from Chinese 40 cities and the municipal panel data model to analyze housing supply and demand,local government behavior and their influence on the real estate marketThe results were shown as follows: the Chinese government had little positive effect on the housing marketCompared to the market power,the local government power was vital Besides,the urbanization wouldnt impact on the housing priceBased on the conclusion above,this paper provided some suggestions about pressing ahead with newtype urbanization and strengthening local financial resources
