Abstract: Implementing concession is an important facet of the marketoriented reform in Chinas urban public utilitiesBased on the discussion of the origin and essence of concession,this paper distinguishes the concession in urban public utilities with commercial franchising,administrative licensing,governmental purchase of public service and publicprivate partnerships (PPPs) as well as pointing out their links respectively,so as to fully understand the concession in urban public utilities and provide theoretical basis for the development thereof
