Abstract: This paper examined the problem of how to establish a fair and efficient income distribution system in China’s socialist market economy. In the micro field, to realize both fairness and efficiency, it should establish micro system which combined the allocation of production conditions and distribution of income, and also establish market coordination system which combined freedom and control. At the macro level, it should implement the principle of national treatment, establish a fair and efficient adjustment system in the process of revenue and expenditure, and also establish the mechanism of balance of power in the process of redistribution.
