Abstract: As China is developing on the way to constructing the innovation-oriented country,the unbalance on innovation capacity and characteristics among different regions of China emerges,which requires a unitive framework to compare and find out the regional diversity of innovation development patterns.The innovation capacity is not only the crucial element in constructing the innovation-oriented country,but also serves as the main factor of industrial structure adjustment,economic growth reform and regional competitiveness improvement.When we found in our study is that,technology innovation in China follows the route from "made in China" to "capable in China" and finally "created in China".During this procedure from imitation to self-innovation,the prominent function of non-technological innovation is found.And it becomes an important factor of improving the technological innovation capacity and leading the new direction of innovation system in China.
