摘要： 转轨阶段,与西方发达市场经济不同,我国很多产业的市场壁垒呈现出较浓厚的政府干预和管制色彩。本文根据国有及国有控股产业的产值比重,对37个工业产业的市场结构进行了划分,将利润率指标和生产率指标结合起来反映产业绩效,同时,通过对不同市场结构产业的进入壁垒高度的总体判断,得到对政府干预、市场壁垒与产业绩效关系的判断。针对实证分析得出的结论,本文从制度建设出发,尝试为我国产业组织政策提出一些参考性的建议。

Abstract: In the period of economic transition,and different from the mature market economy of the West,market barriers in China's industries manifest more particularities of government control and intervention.In this paper,the author,according to the value of the output percentage of the state-owned and state-holding industries,divides the 37 industrial sectors in China into 5 groups with different market structures.The indices of profit rates and productivity are combined to reflect the industrial performance during the course of economic transition.by generally evoluating the level of the entry barriers in industries of different market structures,the author makes evalution of the relationship of the government intervention,the market barriers and the industrial performance.Based on the conclusions drawn from this empirical study,this paper tries to put forward suggestions for China's industrial organization policies.
