摘要: 近年来,公共风险丛生引发了全社会的广泛关注,公共风险丛生的主要原因是公共品供给的相对短缺,而分权型财政体制变迁形成的激励机制则是公共品供给相对短缺的体制根源。虽然自21世纪初,中央采取了一系列自上而下的公共利益补救措施,但这只是缓解了问题的严重程度,而要从根本上化解公共风险,必须重塑财政体制的激励结构。

Abstract: Public risks have caused widespread concern recent years.Public risks are mainly due to relative shortage of public goods,which caused by incentive structure of the decentralized fiscal system.Since the beginning of this century,the central has adopted a series of remedying public interests by top-down style,but these can only alleviate the extent of the problem.To resolve public risks,we have to reshape incentive structure of fiscal system.
