Abstract: During the new rural construction,most resources allocation are indeed leaded by related departments for maximizing their own interests instead of public interests-oriented.As the consequences,the elite peasants take the advantages and the average are "objected" and marginalized.Organizational cooperation must be enhanced;however,elites capture is getting to be regular thing in peasants' professional cooperatives,which is not helpful to guarantee the principle role for peasants.The first thing to do is to establish the comprehensive and multi-functional cooperatives,which need to remove departmental barriers first.
