我国农地产权制度演进与人口、经济增长—兼论近代中衰欧兴的主要原因

摘要: 近代我国人地比较高及逐地守业思想使得地价高位运行,耗费了大量社会资本而无所剩几用于农业、工业积累,使得我国的工业化滞后于西方。我国农地产权公有化具有"负熵"的历史意义,当前宜在维护农地所有权公有的基础上,明确经营权的权责及法律地位,以鼓励农地合理流转。同时需防止农地用于非生产性投资而造成农地高价,因为农地高价会造成5种不利后果。要保持长久发展,农地需"低位运行"。

Abstract: The high rate of population to land and the traditional thoughts of pursuing land for keeping wealth made the land price and the rent too high so it nearly used up the social capital and left little for accumulation for agriculture and industry revolutions of China in modern era.The process of public owning arable land in China had some historic attributes like "negative entropy" inputting,and the government should keep the state-owned-land institution and clarify the legitimate position of land's using right in order to facilitate the cultivated land's allocation among peasants.At the same time,we must be careful of the cultivated land's losing and being used as speculation for which will made the cultivated land's price high and that it will bring five disadvantaged outcomes.Agriculture's low-price running is necessary to a country's long-run development.
