Abstract: Entering 21^st century,Chinese private economy develops greatly and has three big historic changes: the first is the change of status and functions of the private economy;the second the increase of the general quality of the private firms;the third the breakthrough of the policies and institutions about private economy.Now,private economy has become the basic element of national economy,the main ways for employments,the important source of tax,and the active body of foreign trade.
