Abstract: Double monopoly is the essential character of China monopoly industry.The reform of monopoly industry consists of several factors,such as ownership,competition,regulation and governance etc.From the conditions of the monopoly industry's practical character,Chinese monopoly industry's reform should reconstruct regulation systems prior to canceling administrative monopoly,and build the regulation systems from the respect of ownership,competition,regulation and governance etc.of course,the research plays an important role in deepening China monopoly industry's reform.
