Improved Government Environmental Information Disclosure Favors the Effectiveness of Environmental Governance

This study leverages the implementation of the “Environmental Air Quality Standards”, designed to augment environmental information transparency,as a quasinatural experiment The research draws upon the pool of publicly listed companies on the Shanghai and Shenzhen stock exchanges spanning from 2010 to 2020 as the focal sample and employs a multiple difference model to empirically scrutinize the impact of macrolevel regional environmental information disclosure on microlevel corporate environmental governanceThe findings of this study are as follows:
First,the study reveals that an increase in governmental pressure for firms to disclose environmental information serves as an incentive for companies to adopt environmental governance measures,consequently leading to a reduction in corporate pollutant emissions The empirical model employed in this study satisfies the parallel trend assumption,justifying the use of a differenceindifferences model for empirical testing Furthermore,the placebo test method is applied to confirm the nonrandomness of the research findings Additionally,instrumental variable methods,Heckman models,and PSMDID techniques are utilized to address potential endogeneity concerns,while robustness tests support the reliability of the primary regression results Second,mechanism analysis illustrates that governmentmandated environmental information disclosure enhances corporate environmental governance through two channels:strengthening regional environmental law enforcement constraints and reinforcing public environmental supervision Third,the effectiveness of government environmental information disclosure in promoting governance is shown to be weakened in regions facing significant fiscal pressure but strengthened when firms receive government environmental subsidies Lastly,further investigation indicates that firms response to government environmental information disclosure constraints significantly enhances their innovation capacity,quality,operational efficiency,and financial performance,ultimately achieving a “winwin” outcome In conclusion,this study enriches and expands the theoretical research in the field of institutional economics,particularly concerning macropolicies and microlevel firm behavior It provides valuable insights that support the institutional foundations hypothesis proposed by Acemoglu et al (2005) and offers beneficial references for stimulating firms enthusiasm towards environmental governance and facilitating the transition to a green,lowcarbon,and efficient development model

The paper,based on the new perspective of “one center and three basic points” of the new structural economics,constructs the framework of the new structural environmental economics,and proposes new insights in thirteen main research fields In terms of the new framework,this paper constructs a new theoretical framework of “endowment structureproduction structureenvironmental structuresuperstructure” and a new policy framework of “carbon peak carbon neutrality” strategy In terms of new insights,from the perspective of development,in different stages of economic development,the optimal production structure determined by the factor endowment structure is different,the corresponding optimal environmental structure is different,and the relationship between the optimal environmental structure and the optimal superstructure is also different From the perspective of transition,under the optimal production structure determined by the endogenous factor endowment structure,the distortion of environmental structure or superstructure caused by exogenous factors such as market (government) failure will further distort the relationship between the two Under the distorted production structure that violates the factor endowment structure,especially under the distorted production structure caused by the catchup strategy of heavy industry,the environmental structure and its relationship with the superstructure will be distorted,resulting in efficiency loss

China's new energy vehicle industry has developed rapidly in the past two decades,and its core technology and market scale are close to the international leading level This paper applies the New Structural Economics (NSE) theoretical framework to analyze the case of China’s new energy vehicle industry This paper analyzes the potential comparative advantages and the main bottleneck constraints at different stages of its development of this industry Meanwhile,this paper summarizes the dynamic changes and corresponding benefits and costs of relevant industrial policies in the development process with a focus on the decisive factors behind the significant development of the new energy vehicle industry This paper argues that the great progress of China‘s new energy vehicle industry is not only due to the domestic “effective market”,which facilitates the realization of the potential comparative advantage determined by the endowment structure through optimal resource allocation and market competition,but also due to the “facilitating state”,which helps formulate,adjust and implement industrial policies with different priorities at different stages of industrial development Finally,this paper summarizes common principles of this type of leapfrogging industries and further elaborates on the connotation of the “facilitating state” in the New Structural Economics

This paper studies the impact of green manufacturing technology innovation on the green development of manufacturing industries Based on the data of 27 manufacturing industries in China from 2003 to 2019 and from the perspective of the heterogeneity of polluting industries,this paper empirically examines the relationship between green manufacturing technology innovation and the green development of manufacturing industries Moreover,this paper analyzes the influencing mechanism and path of green manufacturing technology innovation on the green development of manufacturing industries under the “carbon peak and neutrality” goals The main conclusions are:(1)Green manufacturing technology innovation can significantly improve the green development of manufacturing industries (2)The green manufacturing technology innovation has a more obvious effect on the green development of the heavily polluting manufacturing industries (3)Green manufacturing technology innovation can promote the green development of manufacturing industries through the effect of energy saving and emission reduction,the effect of energy structure optimization,the effect of knowledge spillover and the effect of green and advanced industrial structure From the conclusions,the following policy recommendations are drawn:we should encourage the manufacturing industries to carry out green manufacturing technology innovation and adopt appropriate incentive and restraint mechanisms;we should advance energy structure optimization,and promote the construction of an efficient and lowcarbon energy manufacturing system;we should improve the intellectual property protection system of green manufacturing technology innovation to enhance the ability to transform green manufacturing technology innovation achievements;we should promote the green and advanced development of the industrial structure,and form an industrial structure dominated by green knowledge and green manufacturing technologyintensive industries

Increasing the proportion of labor remuneration in the primary distribution is the foundation for common prosperity,and it is also inevitable measures to optimize Chinas income distribution pattern and highlight the advantages of the socialist system In this paper,we take the enactment of the Social Insurance Law in 2011 as a quasinatural experiment,using the data of nonfinancial listed companies from 2007 to 2020,and conducts empirical analysis based on the differenceindifferences model to examine the impact of social security premiums collection on labor share We find that: The enactment of the Social Insurance Law has strengthened the intensity of social security,so that labor income has increased significantly by 401% Furthermore,the mechanism tests find that the compliance effect of enterprise actual social security contribution is increasingly complying with the social security policy requirements,rather than the substitution effect dominates the positive effects between social security premiums collection and labor share Heterogeneity analysis shows that the promoting effect of social security premiums collection on labor share is more profound for enterprises located in a large pressure of social security spending,nonstateowned enterprises and firms with lower financing constraints Our findings provide new idea to how to improve our social insurance system to promote labor share and promote common prosperity in the new era

This paper uses the data of Chinese listed companies from 2006 to 2019 to measure the level of firms digital transformation using natural language analysis method,and constructs an econometric model to empirically analyze the impact of firms digital transformation on innovation The results show that:(1) Digital transformation has significantly improved the quantity,quality and efficiency of firm patents (2) The degree of digital transformation has a “ushaped curve” effect on firm innovation,indicating that there is a positive “threshold value” of the degree of digitalization (3) Digital transformation promotes firm innovation through innovation network spillover effect and trade network spillover effect,and there is correlation spillover effect of upstream and downstream firms (4) The innovation effect of digital transformation is greater in industries with lower competition degree and higher average digital transformation degree and digital intensity degree

Since the application of AI in production is mainly realized by industrial robots,and will lead to changes in the intraenterprise wage gap among different workers,this paper uses the data of 20102019 Chinese listed companies to investigate the biased impact of robot application on the intraenterprise wage gap and its mechanism It is found that robot application significantly widens the intraenterprise task wage gap and skill wage gap,but the task bias is more pronounced than the skill bias This phenomenon is particularly prominent in industries with slower development and higher labor intensity The productivity effect of robot application is the main reason for the expansion of intraenterprise task wage gap Although the mismatch of labor factors cut down part of the productivity effect,it will alleviate the expansion of intraenterprise task wage gap to a certain extent This paper emphasizes that increasing the regulation of income distribution policies for different types of workers is an important way to achieve intraenterprise “common prosperity”

The information revolution is increasingly impacting the world economy The digitalization of government departments has become a key area of competition for national soft power In recent years,increasing the technological content of export products and optimizing the structure of export trade have become important strategic choices for China to build a trading powerhouse At this stage,promoting the digital transformation of government departments and accelerating the construction of digital governments have gradually become the key driving force for China's open economy to develop to a higher level in the digital economy era
This paper uses big data and machine learning methods to measure the digital government construction index of various prefecturelevel cities in China,and utilizes the Chinese Customs Database,BACI Database,and WDI Database to calculate the export technological sophistication of each city We also empirically examine the impact of digital government construction on export structure upgrading
The empirical results show that digital government construction can promote the upgrading of export structure Series of causal inference and robustness tests have verified the reliability of this conclusion Heterogeneity analysis shows that digital government construction can overcome the “digital divide” to promote the upgrading of exports,and has a greater impact on the central regions,western regions and regions with weak demographic dividends The mechanism analysis demonstrates that digital government construction facilitates the upgrading of export structure through the effects of innovationdriven growth,expansion of intermediate variety imports,and the establishment of a unified national market Furthermore,digital government construction can promote export structure upgrading by promoting resource reallocation among cities and facilitating product entry or exit Extended analysis reveals that smart city construction can effectively collaborate with digital government to jointly drive Chinas export structure upgrading
The policy implications are as follows:Firstly,it is imperative to further enhance the highquality construction of a digitized government,facilitate the deep integration of an efficient market and a promising government,and drive Chinas export structure upgrade through the digitalization reform of the government Secondly,it is essential to promote the balanced development of digitization in all prefecturelevel cities nationwide,thereby empowering the establishment of a unified national market and leveraging the transformative role of government functions in “digital trade” Thirdly,efforts should be made to enhance the construction of digital infrastructure,gradually eliminate multidimensional “digital divide”,and create favorable conditions for nurturing new advantages in China's export trade during this era characterized by a digital economy

Under the guidance of the “double carbon” goal,exploring the impact of green credit policies on the total factor productivity of enterprises will provide useful reference for promoting higher quality economic development Based on the data of Ashare listed industrial companies from 2003 to 2020,this paper uses the differenceindifference model to investigate the impact of green credit policy on the production efficiency and production mode of industrial companies with high pollution and high energy consumption It is found that,the green credit policy restrains the disposable capital factors and resource allocation efficiency of  “doublehigh” companies by imposing credit financing constraints on them,resulting in a decrease in their total factor productivity in the short term But in the long term,it can significantly improve the level of green technology innovation and promote the green transformation of their production mode Heterogeneity analysis shows that the policy has an asymmetric impact on the “double high” companies with different ownerships and different scales This conclusion provides policy implications for China to further use financial means to promote the realization of “double carbon” goals and achieve highquality economic development

The border region of provinces has always been the area where the contradictions are more prominent in the regional coordinated development Subject to administrative barriers between regions,the border region of provinces forms “lowlying land” in regional development From the perspective of administrative barriers hindering market integration,this article uses the retail price index of commodities to calculate the market segmentation between neighboring provinces and explores the impact of administrative divisions on the regional economy This article finds that:the border effect has a negative impact on the economic development of the border area,and it intensifies as the degree of market segmentation increases Evidence from manufacturing companies shows that the border effect is not conducive to the improvement of industrial concentration and specialization in the border area,and it is difficult to form the favorable conditions required by the agglomeration economy,which further restricts the economic development of the border area The research in this paper suggests that accelerating the formation of a unified national market is the key to promoting the economic development of border regions of provinces

By establishing a theoretical analysis framework of targeted poverty alleviation policy promoting propoor growth,this paper uses the panel data of Suqians Sunshine Poverty Alleviation Supervision System from 2016 to 2019 and examines the heterogeneous impact of targeted poverty alleviation policy on the village level propoor growth and income of poor households The study finds that under the intervention of targeted poverty alleviation policy,the administrative village has achieved “strong propoor growth”,and its mechanism lies in changing the livelihood model,strengthening the “Three Guarantees”,and improving income stability,among which improving income stability has the strongest intermediary effect The inadequate breadth and accuracy of the implementation of the assistance measures is an important reason for the insufficient poverty reduction effect of the poverty alleviation projects The aid and subsidy income could significantly improve the level of education and medical security,while the propoorness of housing security is limited Access to targeted poverty alleviation policy can promote faster income increase of lower income farmers,and also shows strong propoorness in different counties At present,consolidating and expanding the achievements of poverty alleviation,and strengthening the endogenous development momentum of villages and farmers are still the difficulties It is necessary to strengthen the industrial assistance for economically weak villages,improve the accuracy of assistance,explore the establishment of a comprehensive social security system,and improve the propoorness of targeted poverty alleviation policy as well as moderately raise poverty standards and strengthen classified implementations of intervention policies

Based on matched data from Chinas Annual Survey of Industrial Firms database and monthly minimum wage data spanning from 1998 to 2013,this study examines the impact of minimum wage increases on firm exit and investigates the varying responses of firms with different levels of labor intensity The empirical findings reveal that raising the minimum wage raises the likelihood of laborintensive firms exiting while reducing the likelihood of capitalintensive firms exiting Mechanism tests further indicate that the minimum wage increase influences a firms markup,market share,and productivity,consequently affecting its profitability and likelihood of exit Overall,our results suggest that minimum wage hikes contribute to the deepening of industrial capital and foster highquality economic development

Based on Chinas noncompetitive inputoutput table and the Fourth National Economic Census data,this paper combined the structural Miyazawa multiplier and the dynamic inputoutput model with the endogenous “capitalincomeconsumption” relation of residents to evaluate and compare the economic effects,energy consumption, and carbon emissions of the new infrastructure investment plan and traditional infrastructure scenarios during the 14th Fiveyear Plan period The entropy weightTOPSIS method is employed to identify the main factors influencing the comprehensive efficiency of investment in seven categories of new infrastructure The results show that the economic effects of new infrastructure investment are relatively smaller than those of traditional infrastructure However,the energy consumption and carbon emission intensity of new infrastructure can be reduced to 048 tons of coal equivalent per ten thousand yuan and 097 tons of CO2 per ten thousand yuan respectively by 2025,achieving a 2563% reduction in CO2 emissions In terms of unit investment efficiency,the GDP multiplier of new infrastructure is slightly lower than that of traditional infrastructure (114 versus 133) However,the share of output driven by endogenous consumption is higher in the new infrastructure scenario,indicating that new infrastructure could further promote the transformation of growth drivers in China Benefiting from favorable energy consumption and carbon emission performance,the comprehensive efficiency levels of industrial Internet and artificial intelligence have reached 065 and 060 respectively,higher than the other five categories of new infrastructures,such as 5G and ultrahigh voltage Therefore,by identifying the buckets factors of seven categories of new infrastructure in terms of economy,energy,and carbon emissions,this paper can provide policy recommendations for the arrangement direction and optimization decision of new infrastructure investment

Based on the social accounting matrix compiled from the inputoutput table in 2018,this paper establishes a Dynamic Computable General Equilibrium (DCGE) model to simulate the policy trend of increasing the tax burden of environmental protection tax and resource tax and reducing the tax burden of vehicle purchase tax The results of this paper are summarized as follows (1) The optimal policy within the set simulation range is that environmental protection tax burden increases within 25%,resource tax burden increases by 50%~75%,and vehicle purchase tax burden level decreases by more than 50% (2) When the combined policy of environmental protection tax and resource tax is implemented,the increase in the tax burden of environmental protection tax would lead to the deterioration of the overall performance of the policy,while the increase in resource tax will have the opposite result (3) Both static and dynamic simulation results show that environmental protection tax and resource tax have a positive effect on the carbon emission reduction of heavyemitting industries such as electricity (4) Through the preferential policy of vehicle purchase tax and the reduction of the burden of local charges on the secondary industry,the dilemma of economic growth and carbon emissions might be overcome

Based on the data of the China Household Finance Survey (CHFS)in 2013,2015 and 2017,this paper uses the PSMDID method to evaluate the impact of targeted poverty alleviation policies on rural family education investment,and further analyzes its mechanism in depth The study finds that the targeted poverty alleviation policy significantly increases the probability of education investment of rural families and expands the per capita education investment expenditure of rural families This effect remains significant after a series of robustness tests Further analysis shows that there are regional differences in the impact of targeted poverty alleviation policies on rural family education investment The probability and per capita education investment scale of rural families in western China have increased significantly Mechanism analysis confirms that the targeted poverty alleviation policy increases the education investment in rural family by increasing rural household operating income and transfer income,reducing the burden of family medical care and the burden of the elderly This paper provides a reference for further consolidating the achievements of poverty alleviation and promoting rural revitalization

This paper quantitatively analyzes the current situation,achievements,and impact mechanisms of green innovation development in the Yangtze River Economic Belt from 2017 to 2020 Using the economic“inputoutput”analysis framework,the study takes cities as the object and evaluates the level of green innovation development in the Yangtze River Economic Belt from eight dimensions,and empirically tests the promoting effect of green innovation inputs on outputs The research finds that the level of green innovation development in the 110 cities along the Yangtze River Economic Belt shows an overall upward trend Green innovation inputs in different dimensions have significantly different effects on green innovation outputs,and the promotion of innovation systems has the greatest effect Increasing local financial support for innovation system promotion and research and development expenditure can effectively enhance the promoting effect of innovation system and R&D investment on green innovation outputs,and maintaining the stability of innovation systems and R&D investment is the key to achieving output promotion effects This study deepens and enriches the application research of green innovation development and provides new ideas and helpful insights for promoting green innovation development in the Yangtze River Economic Belt

Strategic alliances between listed companies and financial institutions are an important way to improve performance This paper collects announcements from Chinese Alisted companies and empirically analyzes the impact of the establishment of the financialenterprise alliances on performance The results show that the establishment of financialenterprise alliances can improve performance by enhancing the level of risktaking,reducing operating costs,and improving financing level,but it also increases the risk of “financialization” In addition,alliances between enterprises and securities and insurance financial institutions are more effective Financialenterprise alliances significantly improve the performance of nonstateowned enterprises and enterprises in areas with lower degree of marketization,and alleviate the imbalance in financial resources

In 2023,China's economy continued to recover and highquality development was solidly advanced In 2023,Chinas macroeconomy showed four new characteristics:the economic recovery process was tortuous;compared with the traditional economic recovery process,traditional leading indicators had failed during this recovery process;economic differentiation was obvious;and there was a large difference between macro performance and micro perception Behind these four new characteristics,the restoration of production and living order was the main driving force for economic recovery in 2023 The prominent problem was the insufficient endogenous aggregate demand and the slow recovery of confidence The reasons of the lack of aggregate demand are cyclical issues such as balance sheet shocks,and more importantly,structural problems For example,the traditional drivers of consumption are missing,and structural factors lead to overshooting of the real estate market,and trade among advanced economies is facing challenges Further investigation shows that behind the structural problems is that Chinas economy is in a period of deep adjustment and transition from focusing on incremental capacity expansion to adjusting stock and optimizing incremental growth The macro governance system and local government behavior model have not yet fully adapted The combined force of policies and policy transmission efficiency decrease In 2024,although cyclical and structural problems are still prominent,the most difficult period of economic transition has passed,cyclical forces will bottom out and gradually start to rise,and new structural momentum will continue to gather 2024 is still in the dividend window period after the “the 20th National Congress of the Communist Party of China”,the implementation period of a new round of government agency reform and stateowned enterprise reform,the breakthrough period of new technologies promoting domestic substitution,and the upward period of cyclical factors Based on comprehensive judgment,the economy will further return to normal growth in 2024 As cyclical forces bottom out and new momentum gradually gathers,various industries are expected to move from a state of divergence into a stage of balanced growth
In 2024,we should focus on the following risks:(1) the interest rate gap between China and the United States will be maintained for a long period of time,thereby suppressing domestic asset prices;(2) the possibility of real estate liquidity risk spreading;(3) the structural and regional nature of local government debt problems are prominent;(4) local governments may exert too much force,interfering with normal market adjustments;(5) export pressure on developed economies in the United States and Europe is great,and adjustments to the international industrial chain impact the upgrading of the export structure We recommend setting an economic growth target of 5% for 2024 In 2024,we must further clarify the direction of highquality development,timely launch practical new measures,enhance the confidence of enterprises and residents,and stimulate new momentum for economic development We should fully consider new changes in economic operations,strive to clear the transmission mechanism,and improve policy efficiency

The effective execution by the local government is the key to improve the implementation performance of the central governments development strategy,and effective supervision by the central government is a crucial link The central inspection of environmental protection is a major institutional innovation of the CPC Central Committee and the State Council to promote the construction of ecological civilization and environmental protection work,marking the trend of Chinas ecological environment supervision system towards the same responsibility of the Party and the government,and it has become a normal regulatory tool for the central government to urge local environmental protection responsibilities
This paper fully investigates the direct role of local government behavior in the impact of the central inspection of environmental protection,as well as the impact of environmental regulation on the incremental behavior of new enterprises or local land supply strategy From the perspective of local government behavior strategies,this paper empirically examines the influence of central environmental protection inspection,a vertical supervision behavior,on the selective land supply strategy of local government and its mechanism This paper manually compiles the unique textual data of the notification results of the central inspection of environmental protection,as well as the city panel data of urban land supply by industry,to measure the differences in the degree of policy impact and industrial structure transformation among different cities The generalized differenceindifferences method is used to estimate the causal effect of the central inspection on local governments selective land supply strategy This not only effectively corrects the measurement bias and endogeneity issues,but also estimates the marginal effects of the central environmental inspection on local selective land supply strategy
The research indicates that the central inspection of environmental protection will urge local governments to reduce the supply of pollutionintensive industrial land and increase the supply of clean industrial land,thus promoting the green transformation of regional industrial structure Mechanism analysis shows that the central inspection of environmental protection have a heterogeneous impact on urban industrial land supply strategy through the career development incentive mechanism of local leaders and the industrial transformation capability mechanism That is,when local officials are faced with strong promotion incentives,central environmental protection inspectors can significantly reduce the supply of pollutionintensive industrial land by local governments The stronger the local industrial transformation capability,the stronger the motivation of the government to promote the green transformation of industrial structure The conclusion provides the following policy implications With the commitment of carbon peaking and carbon neutrality and highquality economic development by the Chinese government,it is necessary to seize the opportunity of the driving role of environmental protection supervision on industrial structure upgrading,make good use of the policy tool of biased land supply,coordinate industrial policy and environmental policy and formulate local policies for cities at different stages of development to more effectively promote the green transformation of industrial structure

WHY DO MUNICIPAL INVESTMENT BONDS CONTINUE TO GROW——An Empirical Analysis Based on the Local Government Network Game

Based on the data of municipal investment bonds at the prefecturelevel and geographical network data,this paper provides a new analysis perspective for the growth of municipal investment bonds by using the method of network game analysis The results show that the scale of municipal investment bonds is significantly affected by geographical network The network effect of municipal investment bonds is mainly local average effect The increase of the average value of municipal investment bonds in neighboring cities will drive the increase of local municipal investment bonds Meanwhile,within the same province,the municipal investment bonds have a complementary effect That is to say,the scale of local municipal investment bonds increases with the total amount of neighboring cities' bonds in the province Given local government behavior affected by the local average effect,in order to control the rapid growth of the local government debt,compared with the constraint of individual behavior of local government,the central government should implement group norm to improve the local government debt management The risk of rapid growth of overall debt can be reduced by avoiding competition among local governments
