    Providing (global) public goods involves a number of questions that have been relatively neglected in the literature.These include the appropriate benchmark of optimal provision and the distributive questions arising in the assessment of under provision,production and use of global public goods.Issues of quality of,and access to,global public goods are of specific relevance.The paper suggests some possible solutions to policy problems arising in relation to the problems inquired.
