This paper first evaluates the changes in macroeconomic policy and related reforms and then investigates the effects of macroeconomic policy including fiscal policy and monetary policy on economic fluctuations since the opening up and reform in China.Our analysis indicates that the development of macroeconomic policy is one important source of changes in the characteristics of business cycles that economic fluctuations and characteristics of nonlinearity reduced since the opening up and reform particularly after the middle of 1990s.

At present,prices in China are rising;the consumer price index and producer price index are in high level.The inflation has been emerging.So the measures taken to deal with this situation has become needed urgently.This paper,used the traditional inflation indicators,comparatively analyzed of the inflations after China's reform and opening up,combined with China's current economic situation and fiscal policy,exchange rate policy,structural indicators of monetary policy,and other mixed-policies,made a number of policy recommendations on how to curb inflation problem.

Excess liquidity should be divided into two layers:banking system and market,and these two layers of excess liquidity each has different determinative index.Although they have causality and interaction between each other,coexistence will not be necessary.While analyzing its cause of formation,students may have ignored three important factors as follows:change of operation style in postal savings,the income of public finance gathered from land mortgage,and development of new payment instruments as well.Executing the policy of"foreign exchange held by the people",enhancing the ratio of direct financing to indirect financing,and optimizing the structure of credit will all help to ease liquidity surplus of our economy.

Thinking for issue of "three agriculture" should not merely stay on economic level,but be enhanced to political level.It is not simple economic issue but important political one.The problem for the "three agriculture" is long-term one-way circulation of elemental resources,especially labor one-way circulation is the fundamental reason contributing to "three agriculture".
