    The effects of new style industrialization on our em pl oyment in the future of 5 to 10 years will be: absolutely increase of our popula tion, strategy of effectiveness’ first, and fast release of surplus farming labo rs. Though the high growth rate of Chinese labor-intensive, capital-intensive an d high-tech industries will ensure employment to some extent, the low growth rat e of resource-intensive industries will decrease the employment opportunities. T his employment problem would be mitigated if we could keep the growth of industr ies.

    Abundant labor resource is Chinese biggest comparati ve advantages. China sees both increasing labor costs and decreasing labor efficie ncy when industrial upgrade, which reflects the surplus of low-end labor and sh ortage of high-end labor. Labor costs advantages are mainly scales advantages o n the low-end and nature ones on the high-end, while the two are not substitut able. So, when Chinese industrial upgrade, we should overcome the high labor cos ts by high efficiency and knowledge learning.

    Inverse U-shape curve can be seen in industri al space location. In order to reduce the gap to the developed areas, the local go vernment of the underdeveloped areas regulates trade and production factors, res ulting in early entering of the industries by the developed areas and structural converging. Protective policies by the local government then lead to the segmen tation of the regional economy. So, only fiscal transfer payments by the central government can change the policy choices by the local government and realize th e integration of the regional economy.
