    Regional development as a whole, with the solid theoretical and realistic base, is the core for Chinese social and economic development in the future. Our regional development as a whole should base on the clear regional strategy, improve step by step the institutional base of regional administration, make reasonable regional policies against recession, inflation, or lower growth, and have finally the new phases of the regional economic development.

    For the past decade, Chinese securities companies have been running by the "channels", that is, they get profits by supplying the channels for their clients. This pattern leads to not only the highly correlation of revenues to the market tends and highly instability and periodicity, hut also the homogenous business and ill competition. This paper then calls for the new patterns, based on the marketizing and reorganizing, merging, innovating, and improving the principal-agent governing structures.

    Governing industrial cluster and supply chains are two important ways to improve the local or industrial competitive abilities. Based on the institutional analysis, this paper compares the two ways and find that if combine them will find a new pattern for the regional development.
