In 1999,national economy on the whole maintains stable growth trend and economic situation is getting better,but it is still difficult to go to the conclusion that the economy has been uptrending.As long as we act earnestly according to the related directions from CCP and do reasonably macroeconomic cotrol,economy in 2000 would also maintain the stable growth trend and growth rate would be a little bit more than that of 1999.

Active fiscal policies are the set of knowledge progress dominated policies,which are long run policies to prosper and to face challenges of integratization in 21 st century.The right financial balance can only be the result of persisting effects of the policy set.With the trade off between spending by debt and right financial balance,government may not be able to make such kind of fiscal policies at the moment,but it should be a decided target in order to realize sustainable prosperity.

By generally analyzing the propagation mechanism of our monetary policy,this paper shows that financial system accommodating to original planned economy is the main source to low efficiency of monetary policy when the real economy has made great structural changes.While our monetary policy changing from direct control to indirect control,monetary policy efficiency can be assured only if all the compositions of organization propagation be reformed.

With the limits of properties of resources owned by Chinese farmers and all the time decreasing comparative effectiveness of agriculture,it is difficult to solve the problem of how to increase farmers' income by agricultural production and agricultural policy.To solve it,we must jump out of the word “agriculture”,change our minds and turn to wilder fields of “non agriculture ”.
